There may have to be two marginally-connected routes the region must
travel to encourage improvements in habitat on federal and on private lands.
One route puts much of the responsibility in habitat changes on federal
regulations and federal land, which some say are already in better shape
than privately-held land. It also throws an element of central control
over what needs to be done to achieve salmon recovery and the health of
the Northwest ecosystem.
