Oregon Gov. Ted Kulongoski joined Umatilla Basin residents Wednesday in Hermiston to sign the Agriculture and Community Water Act of 2008, which addresses water shortages across Oregon, particularly in the Umatilla Basin where a huge critical groundwater area affects dozens of farms.
