Eastern Oregon Indians and irrigators have stepped up their efforts to obtain funding for the third and final phase of the Umatilla Basin Project, the federal “bucket for bucket” exchange that guarantees Columbia River water for crops while leaving flows in the Umatilla River for migrating salmon and steelhead.
