Redden today (Friday) mapped out a detailed strategy for rewriting the federal government’s Columbia River Basin hydrosystem salmon protection plan that includes step-by-step participation by “sovereign entities” — the states of Idaho, Montana, Oregon and Washington and treaty tribes.
