The Washington Department of Ecology has reopened public comment on the U.S. Army Corps of Engineers application for Clean Water Act water quality certification and coastal zone consistency determination for the Corps’ $133.6 million plan to deepen the Columbia River navigation channel from Portland to the Columbia River mouth.
