9. LYNX LISTING NOT A SLAM DUNK

A federal lynx-protection listing was once thought to be all but automatic,
but some officials are now saying that’s not so.
“I’m well aware that many in the public believe that (listing proposals)
are foregone conclusions … but that’s not always the case,” said Kemper
McMaster, supervisor for the U.S. Fish and Wildlife Service’s Helena office,
